On August 1, 2018, a new law took effect requiring all Baltimore City rental properties, including one- and two-family and multi-family dwellings (MFDs), to be licensed to operate as a rental by January 1, 2019. In order to receive a license from the Department of Housing and Community Development (DHCD) the property must meet two requirements: 

  1. be registered with DHCD using the online portal
  2. be inspected by a State Licensed, Baltimore City registered Home Inspector. 

Any MFDs whose license(s) will expire AFTER December 31, 2018, must get a third-party inspection from a Baltimore City registered Home Inspector.

Baltimore City Rental Inspection Items

Please reference the City’s Rental Inspection Form(s) for the full list of items to be inspected. Here are some of the things we will be inspecting:

  1. Stair railings if more than 3 risers
  2. Gas and Electric meters
  3. No exposed live electrical wires in living spaces.
  4. Cover plates on outlets/switches and lighting fixtures work.
  5. Electrical outlets in wet areas (e.g. kitchen, bathroom, laundry) are Ground Fault Interrupter (GFI) protected.
  6. Smoke Detectors are properly installed, operational, and not expired.
  7. Carbon Monoxide Alarms are properly installed and operational if applicable.
  8. Hot and cold running water, hot water minimum temperature of 110°F.
  9. Plumbing fixtures do not leak, no leaks from water supply and waste lines, and toilets properly flush.
  10. Walls and ceilings sealed from weather elements
  11. Entry doors close and lock.
  12. Windows open and close and lock.
  13. An operable heat supply system.
  14. Interior of the property is clean and sanitary and has no signs of infestation by rodents, insects, or pests.
  15. Exterior is free of rodent burrows.
  16. Exterior gutter/downspouts
  17. Proper egress in case of fire for basement bedroom(s).

Baltimore COUNTY Rental Inspections - What You Need to Know

Baltimore County Rental Property Licensing

On December 19, 2007, the Baltimore County Council passed Bill 87-07 requiring that all buildings or portions of a building that contain one to six dwelling units intended or designed to be rented, leased, let or hired out to be occupied for living purposes be registered and licensed with Baltimore County.

The purpose is to establish a licensing program in the county in order to create an additional procedure for the enforcement of County codes and regulations to protect and promote public safety, health and welfare.

All rental properties must be inspected. The home inspector must be licensed by the Maryland Department of Labor, Licensing and Regulations (DLLR). A home inspection requires the Baltimore County license inspection sheet to be completed and signed by a licensed inspector for the compliance of one or more of the components of an existing residential building with the health and safety requirements established by the Director.

  3. Electrical system has no apparent visual hazards
  4. All plumbing is functional with no apparent visual hazards
  5. All windows designed to be opened are operational
  6. All combustion appliances (furnace, hot water heater, dryer, etc.) are properly vented
  7. Secondary means of escape from sleeping areas exist with no exterior health or safety hazards

  9. An operable heat supply system.
